Check Conformity Rules by Market, Not by

A supplier's verbal assurance that "this product is fine for your market" is not evidence. The only reliable method is to open the destination market's own official source, find your product category, and read what it says — country by country, because there is no single regional rulebook. Below is a self-check method with the official entry points for Saudi Arabia, the Gulf, Brazil, Egypt, Nigeria, the European Union and the United States, all sources checked 2026-09-16.

Start with the two questions that decide everything

Before you look at any portal, answer two questions about the specific product you are buying.

First: who is legally responsible for conformity? In every market below, the duty sits with the manufacturer, the exporting factory or the trademark owner — not with the importer alone, and not with a sourcing agent. We are a sourcing agent and export trading company in Yiwu, not a factory, and we do not hold, issue or arrange certificates. Our role is to verify the documents our partner factories provide and to check them against your target market's requirements.

Second: is your category actually regulated? Several of the schemes below apply only to listed categories. A product outside the list is outside the scheme — and a supplier who sends you a certificate for a category that is not regulated has told you nothing.

Saudi Arabia: SASO and the SABER platform

SASO, the Saudi Standards, Metrology and Quality Organization, lists the SABER platform (saber.sa) directly under its Sub-sites section, which makes SABER an official electronic platform inside the SASO system; SASO also declares itself the official government website of the Kingdom of Saudi Arabia on a gov.sa domain.

Saudi technical regulations are built on Gulf (GSO) technical regulations and are published by industry sector — textiles, construction, machinery, electrical, chemical, services — together with the list of standards on which each regulation is based.

One important limit: the SABER certificate types and their detailed rules were not confirmed from an official source in this check, so they must not be described here. Treat that gap as open and verify it on the platform itself.

Requirements on SABER also change on a rolling basis. SASO announced that from 2026-08-18, two listed plastic products (HS codes 39219010 and 39219090) carry a new requirement: the importer must attach a declaration approved by the Ministry of Industry and Mineral Resources when submitting the Shipment Certificate (SC) application, and without that declaration the certificate cannot be obtained on SABER. Always check the date on the notice you are reading.

Gulf G-Mark: what the mark actually proves

The Gulf Conformity Mark (G-Mark) is not a quality mark. It signifies that a product conforms at least to the essential requirements of health, safety and environment.

Affixing it is compulsory for product categories that become the subject of GCC technical regulations, with priority given to regulations for toys and low-voltage devices. The mark may be affixed only by the manufacturer, its agent or legal representative in a member state, or the party designated by the regulation to place the product on the market.

Where no dimension is prescribed, the mark must be at least 5 mm high, clear, readable, permanent and non-removable, and must carry the notified body's identification number. The declaration of conformity must be retained for at least 10 years from the manufacturing date. Where several regulations apply, the mark covers all of them, and the applicable regulations must be stated on the label.

Brazil: INMETRO for appliances, ANATEL for wireless only

Brazil splits these two schemes cleanly, and mixing them up is a common buyer error.

For household appliances, importers and suppliers may only import and supply products certified under INMETRO Ordinance 148 of 2022, and conformity must be evidenced by the conformity identification mark on the product and on its packaging. The Federal Revenue lists these as products subject to compulsory certification.

For telecom and radio products, ANATEL certification and homologation cover quality, safety and regulated technical functions, including efficient use of the radio spectrum, electromagnetic compatibility and environmental requirements. ANATEL has launched the Certifica platform, which replaced the older SCH system, and provides a lookup for approved products. Ordinary non-wireless household goods fall outside this scheme entirely.

If your order includes small electrical appliances — for example a portable space heater YC-N8 or a handheld wet and dry vacuum 620 — confirm the Brazilian category before the order, not after arrival.

Egypt: the factory must be registered first

For regulated products in Egypt, the factory, manufacturer or trademark owner must be registered with GOEIC, the General Authority for Exports and Imports Control, before the products may be released for trading.

Registration requires the factory's legal identity and licence, the product and trademark list, and a quality-control-system certificate issued by a body recognized by ILAC or IAF.

Flag this market openly as single-source: the description above rests on a US government trade page, and the Egyptian authority's own site was unreachable when checked. Re-verify on the Egyptian side before you commit.

Nigeria: SONCAP before the goods leave China

SONCAP is an offshore, pre-shipment conformity assessment scheme for products regulated by the Standards Organisation of Nigeria. It is mandatory for importation and customs clearance of those goods.

The importer normally needs a Product Certificate (PC) and a SONCAP Certificate (SC). The PC serves Nigerian import documentation such as Form M, and the SC serves PAAR clearance at the port. Certification is obtained by the producing factory through an independent accredited conformity assessment body authorized by SON.

The operational detail matters for planning: one SONCAP certificate clears only a single PAAR consignment and is issued to only one entity, and SONCAP cannot be processed after the consignment has left the country of origin. Build the certificate into your production schedule, not your shipping schedule.

European Union: CE, and what it is not

CE marking shows a product has been assessed against a high level of health, safety and environmental protection and may circulate in the EEA.

Two limits are frequently misread. CE is compulsory only for most products covered by the New Approach Directives, and it is forbidden on other products. It is not an approval as safe by the EU or any authority, and it does not indicate origin. The manufacturer is responsible for conformity assessment, technical documentation, the EU declaration of conformity and affixing the mark, with corresponding duties on importers and distributors.

For electrical goods, the Low Voltage Directive applies to equipment with an input or output voltage between 50 and 1000 V for alternating current, or 75 and 1500 V for direct current, and it has applied since 2016-04-20. The manufacturer alone is responsible for determining conformity, and under EU law voluntary or other additional certificates are not a recognized means to prove compliance, so they carry no value in checks by market surveillance authorities or customs.

Energy labelling and ecodesign do not cover "small appliances" as a block — coverage is decided category by category against the official product list, and some categories carry ecodesign only, without an energy label.

United States: CBP, and the importer of record

CBP itself does not require an importer to hold a licence or permit, but other agencies may require a permit, licence or other certification for your category, and CBP enforces those requirements on their behalf.

An importer number is required: an IRS business number, a social security number, or a CBP-assigned number applied for on CBP Form 5106.

Even when you use a licensed broker, you as the importer of record remain ultimately responsible for the correctness of the entry documentation and for all applicable duties, taxes and fees. Ocean cargo is subject to Importer Security Filing ("10+2"), filed electronically before the vessel arrives.

The supplier-side check you can run in China

Before you rely on any Chinese supplier, verify the legal entity yourself. The National Enterprise Credit Information Publicity System publishes registration and filing information, administrative penalties and annual reports, with information published within 20 working days of generation. Annual reports are filed between 1 January and 30 June, and written answers to inquiries are given within 20 working days. The system also carries the abnormal-operation list and the serious-illegal-enterprise list.

Two limits, stated plainly. Per-shipment customs clearance records are not publicly searchable. And whether a user outside China can open the system directly was not confirmed in this check.

Doing this before you order

Run the same four steps for every market you sell into: open the official source, find your category, identify who carries the conformity duty, and note the date you checked. Where a fact set flags a gap — as with the SABER certificate types and the Egyptian authority's own site — record it as unconfirmed rather than filling it in from a supplier's assurance.

We can prepare a quotation on FOB Yiwu, tax excluded, and verify the documents our partner factories provide against your target market's requirements. If you would rather see the goods first, we can arrange a scheduled live video call to show the products and packing at the market, our warehouse or a partner factory before you book flights. Visits to Yiwu are by appointment. Contact us to arrange either.

We are not a freight forwarder and we do not offer freight forwarding.

Policy status

Visa-free entry to China for ordinary-passport holders of Saudi Arabia and Brazil, for business, tourism, family visits, exchange visits or transit of no more than 30 days, is a unilateral visa-free policy extended to 24:00 on 2026-12-31. The duration of stay counts from 00:00 of the day after entry. Visa-free entry does not require an invitation letter. Under the 30-day arrangement, 11 countries are covered, and they are not all the same type of arrangement: nine are unilateral visa-free (four GCC states — Saudi Arabia, Oman, Kuwait, Bahrain — and five South American states — Brazil, Argentina, Chile, Peru, Uruguay), and two are mutual visa-exemption agreements (the United Arab Emirates and Qatar).
