Why Brazilian Compliance Starts Before You Order

For importers, wholesalers and retailers in Brazil, the paperwork that decides whether a container clears customs is written long before the goods leave China. Household appliances and electrical home goods sit inside a Brazilian regulatory framework that separates three different questions: which products need INMETRO compulsory certification, which need ANATEL homologation, and how the goods are classified for tax purposes under NCM.

INMETRO Compulsory Certification for Household Appliances

What the Official Rule Requires

Brazil's INMETRO rules for household appliances are stated plainly by the regulator itself. Importers and suppliers may only import and supply — whether free of charge or for payment — products already certified under INMETRO Ordinance No. 148 of 2022.

Compliance for household appliances must be evidenced by the conformity identification mark (selo de identificação da conformidade) appearing both on the product and on its packaging. This is not a document that stays in a folder: the mark has to be physically present in two places.

Brazil's Federal Revenue (Receita Federal) lists this category as "Produtos Sujeitos a Certificação Compulsória" — products subject to compulsory certification.

Who Carries the Certification Duty

The certification duty sits with the manufacturer, the importer and the authorised representative in Brazil — not with a trading company. Our role is to verify the certificates our partner factories provide, and certificates and test reports are available on request. We are a trading company and one-stop sourcing agent; certification is issued to the manufacturer and the Brazilian importing party, not to us.

Practically, this means your Brazilian importer or authorised representative should confirm the certification status before the order is placed, and the artwork for the product and its packaging should be checked against the marking requirement before production starts.

Which Products This Touches in a Typical Home Goods Order

The appliances and electrical items that most often raise this question are the ones with a motor, a battery or a heating element. Non-electrical home goods — storage racks, carts, drying racks — follow a different path. A 3-Tier Storage Cart with Handle or an Octopus Clothes Drying Rack (4-Leg Double Tier, with Legs & Wheels) does not carry a plug, a radio module or a battery, so the INMETRO appliance and ANATEL questions do not arise in the same way.

ANATEL Certification and Homologation: Telecom and Radio Products Only

ANATEL rules apply to telecom products sold and used in the Brazilian market. Certification (certificação) and homologation — model approval and registration — exist to ensure products meet quality, safety and regulated technical functionality standards, covering efficient use of the radio spectrum, electromagnetic compatibility and environmental requirements.

ANATEL has introduced the new Certifica platform, which replaces the older SCH system, and provides a search for already-approved products.

The scope limit matters commercially: only products in the telecom and radio categories require ANATEL approval. Ordinary non-wireless household goods do not fall under it. Certification and approval are handled by the manufacturer and the designated certification bodies — a trading company does not hold ANATEL approval.

For buyers, the screening question is simple: does the item transmit or receive by radio, Wi-Fi, Bluetooth or cellular? If yes, ANATEL is in scope. If it is a plastic storage rack or a steel utility cart, it is not.

NCM Classification and the Classif System

Brazilian import classification uses NCM — the Mercosul Common Nomenclature. The Federal Revenue provides the official free Classif system, which gives access to the NCM table, the General Rules for the Interpretation of the Harmonized System (RGI/SH), and a tax treatment simulator for imports and exports covering rates, tariff preferences, anti-dumping duties and Ex-tarifários.

One official caveat deserves emphasis: the simulator calculates federal taxes only. State-level ICMS must be calculated separately. Buyers who build a landed-cost model from the simulator alone will understate the total.

Taxes on Import into Brazil

According to the Federal Revenue, imports involve II (Imposto de Importação) and ICMS, the state value-added tax. At federal level, foreign trade tax treatment also includes IPI, PIS/Pasep, Cofins and CIDE.

This article does not quote specific rates, because the official pages referenced do not list them. Rates depend on the NCM classification and the applicable treatment, which is exactly what the Classif simulator is designed to show.

Customs Declaration Forms and Importer Eligibility

Brazilian imports are registered through Siscomex or the Portal Único de Comércio Exterior, using one of three declaration forms: Declaração de Importação (DI), Declaração Simplificada de Importação (DSI) or Declaração Única de Importação (Duimp). The declaration may be filed by the importer or its legal representative.

Note the eligibility limit: Duimp is currently available only to legal-entity importers (Pessoa Jurídica) holding "ilimitada" accreditation, and only where the mode of transport is waterway. The simplified DSI applies only in cases set out in the regulations. After a DI, DSI or Duimp number is issued, documents must be attached in the system according to type. The Federal Revenue's Import Manual also documents the migration from DI to Duimp.

The practical consequence: not every Brazilian importer can use every declaration route. Confirm your buyer's declaration method and accreditation before the order is confirmed.

Freight, Documentation and Dispute Routes

Two Chinese regulatory points are worth knowing when you book freight. An NVOCC must file a record with the provincial transport authority within 15 days of commencing business, and to operate NVOCC business in China it must establish a legal entity in China. Freight rates must also be filed: published rates take effect 30 days after filing acceptance, and agreed rates 24 hours after acceptance, and operators must apply the filed rates in force.

On evidence: freight and related charges collected in China must be invoiced with the uniform invoice printed under the Chinese tax authority. Agreed rates must be in written form, and the agreed rate number must appear on the bill of lading or related documents.

If a dispute arises, the CCPIT Commercial Legal Service Centre handles foreign-related commercial mediation, covering trade, transport, logistics and related fields, and accepts cases filed jointly or by one party alone.

A Note on Travel to China for Brazilian Buyers

Brazilian ordinary-passport holders travelling to China for business, tourism, family visits, exchange visits or transit of no more than 30 days may enter visa-free under China's unilateral visa-free policy, which has been extended to 24:00 on 31 December 2026. The same conditions apply across the policy: ordinary passport, the listed purposes, and a stay of no more than 30 days, counted from midnight of the day after entry; travellers who do not meet the conditions still need a visa arranged before entry. Visa-free entry does not require an invitation letter.

The 30-day unilateral visa-free arrangement covers 11 countries, but they are not all the same type of arrangement: nine countries are under unilateral visa-free treatment (four GCC states — Saudi Arabia, Oman, Kuwait, Bahrain — plus five South American countries: Brazil, Argentina, Chile, Peru, Uruguay), while two, the UAE and Qatar, are covered by mutual visa-exemption agreements.
